How to prepare and mail official paper forms

Prepare official forms for mailing by checking the issuer's current signature, attachment, address, deadline, and submission instructions before sending.

At a glance

Follow the issuer's current instructions

Start with the form and instructions on the issuing agency's website. Check the revision, who must sign, which attachments are required, where the submission must go, the deadline, and whether the agency accepts mail, fax, online submission, or another method. Those instructions control the filing. If the packet contains government identifiers, highly sensitive medical records, or material requiring an unagreed privacy commitment, do not send it through the IRIS consumer upload; use an approved direct submission route.

Do not assume that every form requires a handwritten signature, a particular ink color, original documents, staples, a lockbox address, or a postal postmark. Use any of those only when the current instructions say to.

Prepare the packet

  1. Download the current form and instructions.

Use the issuing agency's official website, then confirm the revision date or other version information shown on the form.

  2. Complete and review the required fields.

Follow the form's directions for typed or handwritten entries, signatures, dates, and any questions that do not apply.

  3. Add the required supporting material.

Include originals, copies, fees, or identity documents only as directed. Arrange and fasten the packet according to the issuer's instructions; IRIS cannot supply original ink-signed documents or physical enclosures from a PDF.

  4. Confirm the destination and accepted method.

Addresses can vary by form, location, or purpose. Recheck the current instructions immediately before sending, and use mail only if it is accepted.

  5. Keep a complete record.

Keep a copy of what you submitted and the destination, along with any actual USPS acceptance or delivery record obtained. An IRIS order-status update is not a postmarked mailing receipt.

USPS services commonly used for paper forms

ServiceWhat it provides
First-Class MailLetter delivery in 1–5 business days; tracking is not included
Priority MailDelivery in 2–3 business days with tracking included
Priority Mail ExpressDelivery in 1–3 calendar days to most U.S. addresses, with limited exceptions and USPS guarantee terms
Certified MailA mailing receipt and available tracking information for an eligible mailpiece
Return ReceiptAn eligible electronic or hardcopy delivery record that can show the recipient's signature

A postal service does not determine whether an agency treats a form as complete, timely, or properly filed. IRIS reports available provider events and tracking, not a downloadable postmarked USPS receipt or Return Receipt artifact; arrange the appropriate USPS retail or other verified route if those artifacts are required.

Choose records for the actual requirement

Certified Mail offers a USPS mailing receipt and tracking for eligible mailpieces, while a Return Receipt is a separate delivery-signature add-on. IRIS does not furnish those receipt artifacts on the private order page. Neither service guarantees agency acceptance or establishes legal sufficiency; confirm the filing event and evidence required by the issuing authority.

If the instructions are unclear or conflict with an older copy of the form, contact the issuing agency before sending. Record the source and date of the instructions you followed.
